what is an issuer processor the card issuing (issuer) processor is the technical backbone that connects your card program to schemes (visa, mastercard, etc ) and performs realâtime authorization, clearing, and settlement on behalf of the issuer or sponsor bank from the cardholderâs perspective, it underpins every tap, swipe, or click when a terminal sends a transaction through the acquirer â network â issuer, the issuer processor is the system that decides âapproveâ vs âdeclineâ and later moves money for settlement role of issuer processor an issuer processor connects card issuers with card networks and acquirers it performs four key functions card lifecycle and program management card issuance and activation generate pans, cvv/cvc1/2, and associated keys per bin/program rules manage virtual and physical card creation, activation, blocking, replacement, and closure productâlevel configuration maintain binâlevel configs (walletâprovisioning enabled/disabled, mccâfilters, regionâblocks, merchant id block) support chargeback handling per scheme and issuerâdefined rules authorizes transactions route and normalize every authorization request from the network (isoâ8583âformat messages) into an internal cardâtransaction object, including pan, amount, mid, mcc, channel, and cryptographic data (arqc, pin, trackâ1/trackâ2, cvc3/magstripe contactless, etc ) evaluate cardâandâaccount state check card status (active/blocked/suspended), verify funds/available credit, enforce productâlevel limits (singleâtransaction, daily, monthly), run schemeâcompliant rules (prepaid, corporate, etc ) execute cryptographic validation (cryptoâgate before business rules) arqc, cvc3/contactless, pin, trackâ1/trackâ2, and cvc2 are validated against cardâkeys in the hsm; mismatches or replays are declined at the crypto layer return approval/decline and risk codes to the network within the network response time threshold, preserving schemeâspecific response codes and reasonâcodes for downstream reporting and disputes maintains the system of record the issuer processor maintains your system of record for operational card and transaction data required for real time authorization processing this includes card status transaction history card controls cryptographic materials minimum cardholder information necessary for verification services specifically, we store cardholder name (for name matching) and billing address (for address verification service) the processor does not store extended cardholder pii such as social security numbers, date of birth government ids kyc documentation this information remains with the issuer/sponsor bank during authorization, the processor retrieves the stored billing address and cardholder name from its database it performs real time avs and name matching verification, returning match result codes in the authorization response communicates with settlement entities the issuer processor facilitates information exchange during the settlement process it does not move actual funds after authorization and clearing, the card networks (visa, mastercard) move actual money between member banks through their settlement banks the processor receives settlement reports from the networks to reconcile transactions and generate reports for the issuer bank the processor's role is to route transaction information and perform reconciliation between authorization, clearing, and settlement phases the processor also provides visibility into settlement activity the network's settlement infrastructure moves money, not the processor in the case of p1, since itâs integrated with cross river as the issuing bank, this reconciliation process happens automatically
